Local Guest User hub connect direct to a dashboard

These question(s) probably have been asked many times but I cant find much details on it.

1. Can a local guest account be created directly on the hub?
2. Can the local guest account be automatically directed to a dashboard when logging in?

USE CASE

1. Home local user(s) and ipad kiosk (no internet access needed)
2. All remote access achieved via VPN into home. There is no need to connect to hubitat.com for any remote devices.
