Without a standard protocol like Matter or a documented API, neither of which I see evidence to suggest that these devices support, I wouldn't count on it. If you have your heart set on these and want some control from Hubitat, sharing a virtual device from Hubitat to Alexa and creating Alexa Routines to do simple things like turn on/off or dim is clunky but should work.
My personal advice would be to look at options that are natively supported. Govee, Hue, and Nanoleaf are three I can think of off the top of my head that work with either their own local API (my preference over cloud workarounds like the above) or Matter, but there are likely many more, depending on exactly what kind of outdoor product you're looking for.
I agree with @bertabcd1234, that you should look for something more Hubitat compatible, and not cloud based.
I leverage HA for a few Tuya devices, and it works pretty well with HADB to bring them into Hubitat. Note, though, that the Linkind lights are not Tuya based and will not work with Tuya integrations.
Even if connected with the skill to Alexa, you don't really know what kind of control you will get. The Alexa page for the skill does not mention color changing as something that is exposed, so you would probably only get the ability to turn them on and off and dim through the Alexa skill.
Those have a WLED mode if you want to go that direction.
