Leviton Zigbee DG6HD-1BW dimmer question

Does the Leviton Zigbee DG6HD-1BW dimmer ACTUALLY support level pre-staging?

With these dimmers, using the DIM command in Rule Machine sets the lighting level AND turns the light ON. Is there any way to set the dimming level WITHOUT turning on the light?

There is a command called "Preset Light Level" (5) but I don't don't know how you would use that in a rule.

Thanks, but that command does not seem to exist in the Zigbee driver, only the Z-Wave version.
