I don't have access anymore to the admin control panel. Need to change times on legacy rules. I can use the cloud app but there's no place to manage the rules or hub.

I'm not exactly sure what you're trying to do, but there is only one app (two versions, but this won't affect this...).
If you want to manage rules, the easiest thing to do is use a browser on a device that is on the same network as your hub and navigate to your hub by IP or hostname. Use findmyhub.hubitat.com to find it if you aren't sure.
You can get there from the app, but it just gets in the way. And if you're not local (on the same network), you'll need a Remote Admin subscription for this specific task (the entire hub admin interface) or a VPN or some way to access your home network when away.
Neither is the only solution to change time in a rule. For example, you could use a time variable, then change that variable from Dashboard whether home or away without needing any of the above. But if you have something "hardcoded" into a rule, you'll need the admin interface for now, and one of the above will get you there.
I was able to use findmyhub and manage through a web page... Able to change the app times in the rules. All is good now....
