Kitchen light rule anomaly…

I have a rule as a simple automation rule for my kitchen lights… but it’s not reacting the way I would expect. The expectation is on motion, turn on the light switches listed, when motion is inactive, turn off after X number of minutes. Restrict to only when illumination is below 8000 from my weather station and only during mode early evening.

What is actually happening is when motion goes inactive, buffet lights and under counter lights don’t ever shut off.

If it has become Restricted before turning off, that would explain it. Do this with Room Lights instead, where you can separate the restrictions about turning on from the Means to Turn Off selection. Simple Automation Rule doesn't make that distinction.
