Is getting a unit to review the same as getting paid? I guess if he sold the unit he got, he'd have to pay taxes on it, so from that perspective it is a payment. But what if he discarded it right after his review?

Nobody is going to do all the work for a free device. That is not how he makes money. Eyeballs and clicks.
