SOLVED!! So it's all about patience and a bit of luck. I go it paired finally- first by doing a factory reset using tap-tap-hold. I did the sequence about 25 times. And then I ran a Z-Wave inclusion and tried pairing it (tap) repeatedly during the 60 seconds. It eventually "saw" the Evolve relay and joined it to my network. Thanks for the suggestions.
