I found a cheap old MJPEG camera to point at my gate access and messed around with the "Image URL" and got the video to display... On Windows only... 
On Android using multiple browsers the Image Tile comes up as a broken image. (Chrome, Brave, Samsung[bleh!]) This only needs to work on the local network. I have a VPN so I'm always "local".
My guess is maybe that Android doesn't correctly deal with the user name and password in the URL but I'm not sure if that is the issue.

If there isn't a solution does anyone have a cheap (CHEAP!) camera that will work? Only real requirements are: No "cloud" cameras (such as Ring or anything that requires Internet access) and I don't want any battery powered cameras. A wider angle view would be nice.

If you enter that URL directly into your phone's browser (not through HE) does the image come up?

Tried it and that does work in both Brave and Chrome which is pretty frustrating. Doesn't make sense that the URL works in the address bar but doesn't work in the page.
Normally that indicates that the dashboard is being served through the cloud interface (latest versions of mobile app seem to be prone to this issue).
If you go to Apps | Hubitat Dashboard, select the dashboard that your tile is on
copy the Local Dashboard Link near the bottom of the page
and paste it into the phoneβs browser does it still work?

Nope. That isn't it. 
Cloud links are disabled on all my dashboards plus you can see the local LAN's IP address in the address bar.
Found a solution!
I found a post that mentioned a tablet's browser blocking username and password in a URL so I'm guessing that is the problem.
My understanding is that the entries after a "?" aren't standard but are whatever the server is setup to accept as parameters. So I do wonder if the variables of "user" and "pwd" are an actual standard, if they are just common so you can expect them, or if I just got lucky.
I'll take luck so I can use my less than $10 low res (low data rate) camera!
The last thing it's getting is I'm adding a cheap smartphone add on wide angle lens so I can see everything around the gate bell.
