Issue with Cancel Delayed Actions?

... or maybe I just don't grasp how these work. I have the following rule:

But the delay doesn't seem to be getting reset and is carrying over from, I assume, a prior execution as the current delay barely has occured:

If I pull up Scheduled Jobs I see:

What am I missing?

I have no idea, but I had this referred to me earlier today:

Nevermind I'm an idiot... totally forgot to enable Cancelable... been awhile since I added a new rule from scratch.
