Is there a way to upload local backup to cloud?

My C5 hub has failed and I don't have Hub Protect. Is there any way to subscribe now and upload a local backup to the cloud and use that to migrate to a new C7 hub?

Unfortunately, that is not possible. The local backup file does not contain the Z-wave radio information, which is only available in the cloud backups. However, you can still use your local backup on a new hub. Zigbee devices, when re-paired to the new hub, will immediately pop back into their old 'devices' on the hub. Z-Wave devices are a little trickier to deal with, but I recall @bravenel posting a method to help minimize the pain level back when folks were transitioning from C3/C4/C5 hubs to the C7 hub.
