Ideally, the times could be "sunrise" or "sunset" +/- an offset.
One other nice option would be the ability to run the set of all rules some amount of time (e.g., 5 minutes) after a system restart, regardless of the specified time (but with some buffer time, such as 30 seconds, between running each rule). A variation of this would be a checkbox next to each time to run only check-marked rules after a system restart (again, with a buffer time between the selected rules).
I've got to ask. It looks like you want certain things to run on a periodic schedule. Why not simply use a trigger of Periodic Schedule?
Most of the rules are for setting the ON and OFF colors/intensities for Inovelli Blue dimmer/switch units, one set of colors/intensities for the day time (hence the sunrise trigger) and one set of colors/intensities for the night time (hence the sunset trigger). I don't need those rules to run more frequently, and sunrise and sunset are the appropriate times for those rules to run.
The systemStart trigger is just to make sure that the rules run if sunrise or sunset is missed because of a reboot (which happens every few days as new beta versions drop).

Your idea is still one table per room. If you look at Schedule Manager, you'll see the ability to view all lights in one table with the configuration data in the table.

At the core of that discussion is really how to translate GeekSpeak into something regular people can understand. Your app idea helps to gets similar information all grouped together,in a simple way instead of being spread out in many places. Even my Boot app does enough things for each rule that it really isn't very easy for a normal person to understand.
No problem, I just threw that out there. That is part of my work-in-progress lighting app. I'm more concerned with lighting per mode and this lets me quickly update everything. It also handles daily circadian lighting. The lights change from cool white to warm white during the day, and the opposite around sunrise. It also handles the light levels.
It is very specific to my use case. I was just curious if it was similar to what you were looking for.
