Is there a device limit? Currently stuck in a loop where adding a device boots another

I'm trying to add a Zwave switch (GE Enbrighten) and doing so causes another specific device (GE Enbrighten Dimmer) to be excluded. The first time this happened I thought it was a bizarre glitch, but after trying to add back the excluded device, it then bumps the other device I just added. What's going on? I have restarted the Hub, also running 2.3.6.146. I've added 30+ Enbrighten devices (mix of switches, dimmers, motion) without any issues before. I have mixed devices on Hubitat (Lutron through telnet, Zwave switches and sensor of various types, Hue, etc) and haven't noticed anything like this before.

Any ideas what's going on?

It is a bizarre glitch. The inclusion and exclusion process cannot run at the same time. The device that is excluding, needs the hub to be in exclusion mode, while the device you are trying to add needs the hub to be in the inclusion mode. Do you have other Z-Wave controllers that are active, by any chance?

I have well over 100 zwave devices on my main hub, there should be no limit other than the zwave spec limit of 232.

Try shutting the hub down from the interface. Remove power from the hub for a minute. Power back up and try again.

A reboot doesn't fully power down/reset the zwave radio, so sometimes removing power to force the radio/chip to fully reboot helps.

I have two hubs with each well over 150 zigbee devices, never seen a top limit
