I have a C-5 hub and I was wondering if there is an App that offers If..Then processing and other commands?

I started with Hubitat C7 so I am not aware of any issues related to C5. The logic allows for simple or complex conditional statements.
A fair question, though, is what you are hoping to do? Others may suggest a simpler path.

Rule Machine can handle most IF-THEN-ELSE type of automations.
Please describe in detail what you're trying to accomplish. Hubitat offers many built-in apps, plus there are community developed and supported apps, as well as the ability to write custom logic using the Groovy programming language.
Lots of options available.

Rule Machine is all I use. The amount of things you can do are limited only by your imagination (and budget for debugging time)
I am an avid webcore user, but I do use various other Hubitat apps (Rule Machine, Basic Rules, Room Lighting to name a few) depending on the complexity of the routine...and just my mood at the time. Webcore is my favorite, but may be overkill for a simple If/Then lighting routine.
What kind of "if...then" statement are you looking for? The Basic Rules app was designed to accommodate most if/then scenarios.
