The Hubitat mobile app does not support actionable notifications, so you'd need some alternative there. A custom app on the hub won't help much, though it could be one way you respond to such notifications; you'd still need something to receive them on iOS or Android.
Pushover technically supports actionable notifications, and there is a Hubitat integration for it (as an alternative to using the Hubitat mobile app to receive push notifications). A quick search shows some way one person made these work, though I don't remember seeing much about this elsewhere:
