I have to reboot my hub every time I add a new device

Well, I don't know about EVERY time... I've only added a few devices since I moved. I've also been adding them using SmartStart and letting them include with S2 authentication vs no security.

But when I include a new device, in the zwave topology map, the column for that device (so other devices ability to see the new device on the network) will be solid red... even for the hub. Which is weird too because the hub literally just included it.

But I get weirdly inconsistent behavior until after I reboot. After which the topology map looks fine and everything acts fine.

I had the same problem after adding the last few nodes as well.

A standard Z-Wave radio troubleshooting step is to turn off the hub, wait for the LED to turn red, then pull power. Wait 30 seconds, then restore power. The radio only restarts and clears itself if you remove power. A reboot does not do that.

So maybe before you do any more additions, do the pull power dance and see if things behave differently.

The other thing you could try, is doing a reboot with database rebuild. You go to settings and choose the option to reboot, and then on the reboot dialog choose the Advanced option, and then choose the option to rebuild the database during the reboot.
