Hello

Is it possible to configure somehow Hubitat and Google Home mini speaker like that:
When I say some commands (for example "I am going to sleep") and Google Home mini sends that to Hubitat Hub which turns on some Rule from RM4?

I am asking because Google Home Routines are not supported in my country.

You need to create a virtual switch and expose it to GH and use it as the trigger for your rule.
You could also use modes to do a similar thing as these can be exposed to GH.
