My Hubitat C8 is hard-hanging about once a week and needs to be power cycled. I don’t know if it’s a hardware or software problem.
I have Hubitat Protect, which has an extended warranty for hardware, would the hangs be covered under this warranty?

If the hangs are related to a hardware malfunction, then yes, it would be coveted by Hub Protect. If the hangs are related to your local network or other non hardware related issues, then it would not be covered.
