Is the LED lit?
What colour is the LED?
Does anything show up when you try http://find.hubitat.com/ ?
Have you had a power outage?
Although you cannot 'talk' to your hub, are things working?

HE7 with green light on.
I powered everything down.
Powered on the router.
Moved Hubitat to different port on the router.
Powered up router. All working well.
Powered on HE7 to green light.
Router sees Hubitat on new port on 192.168.1.100
Used advanced find.
Advanced find found Hubitat at 192.168.1.100
Working with Alexa but not local rules like motion sensor triggers for lights.
Hmm. Can you reach the Diagnostic Tool at port 8081?
If you can, then I suspect your Hubitat has database corruption and needs a "Soft Reset".
