How do people manage multiple HE hubs? I would like to be able to check updates in package manager from one location, along with a few other functions.
I don't think there is a good solution presently, to do what you describe. I have all my hub home pages shortcutted on my tablet.
I wouldn't be surprised if there were some endpoints defined that you might be able to point a browser or wget at though, and then do some scripting or something to get there.
@gopher.ny might have some good ideas on this front.

Define monitoring? This means different things for different people.
If you have a remote admin subscription for your hubs, you can access them from anywhere.
get notifications and control devices
my use case is for my brother with special needs, and he wants to move out and live independently and I want to load his apartment with smart stuff so I can make Sure he is doing good but also want to control my house
If you add your phone as a device on the hub you add to your brother's apartment, you should be able to get notifications using the Hubitat app. You can also configure an app like Pushover for notifications.
For controlling devices remotely, you can setup a dashboard. If you subscribe to the Remote Admin service, you can use the Hubitat app and connect to your hubs remotely and control devices that way as well.

I believe you will only see these pop-up on your phone if the app is logged into the hub that generates them. There are other options when hubs on the same network are meshed together, plus you can see previous notifications in the app.
I'm expecting @jzorzo will not want to have the Hubitat app permanently logged into his brother's hub. Pushover, as you suggest, would solve this issue.
I'd agree the remote admin would likely be a good option in this case for managing the setup more generally.
