How do I get to the Hubitat Energy App
There's no "Hubitat Energy App" (by that name, anyway), so you're going to have to be much more specific...
There's a recently-released (native) "Power Aggregators" app, but I don't have any experience with it myself, and unfortunately, there's no documentation available for it yet.
What exactly are you trying to monitor (device, appliance, home)?

I don't use any Shelly devices myself, but assuming you have the appropriate driver installed for the device, then any energy readings its capable of should be available from it.
Then you can set up one or more dashboard tiles to monitor the value(s) you want.
There are a couple/few community-developed data-graphing apps out there too, if that's more what you are thinking.

Sounds like the shelley isn't connected right then. Is the ip right? Is the ip correct in the driver?
How do I check this? Where do I find the ip in the driver?

On device page in hubitat, you should enter it on the preferences tab.
