The Update Firmware button is hidden when the Z-Wave firmware is already up to date.
Use http://YOUR.HUB.IP/hub/zwaveVersion to check your version info.

Updating Z-Wave radio on C-7 hubs after version 2.3.8.122

We have identified a limitation affecting only the C-7 models that have been automatically upgraded to the Z/IP Gateway SDK 7.18.03, which was released with platform version 2.3.8.117. If you have a C-7 hub and already updated to 2.3.8, prior to version 2.3.8.122, and you have a button on the Z-Wave Details page to "Update firmware," you will not be able to update the radio firmware to version 7.18.1.0.
