Hub variable not triggering RM rule

This is an old rule that has been working perfectly until recently. Can't say exactly when it started failing but it was about a month ago.

Current Platform Version 2.3.5.109.
Rule:

hvStovDiffTemp is the hub variable that should be triggering the rule.
Here are the events associated with the variable.

There are plenty of opportunities for the rule to trigger.

It stops working. Hopefully this is something that you are able to replicate.
