Hub Mesh didn't resync properly following power failure

I'm running a C8 as my main hub for zigbee, one z-wave device, and communication with HA and ST.
All of my automations run on the C8.

I'm running my old C7 as well and using it for LAN and Cloud integrations (Kasa, Switchbot, ESPHome, Weather). WebCore is installed, but I'm not using it yet.

I'm running Hub Mesh on the two hubs, mainly for sharing my Kasa devices back to the C8.

Yesterday morning we had a brief power failure.

Last night at 9:00 PM, approximately 10 hours after the power failure, several of my rules didn't work (turning off aquarium lights connected to Kasa power bars).

I took a look at the rules, and they all showed my Kasa devices as being OFFLINE.
I went into Hub Mesh on the C8 and performed a refresh and then they showed as being online.

Hub Mesh is configured to sync every 2 minutes.

Seeing as the C8 is much slower booting up compared to the C7, I would have expected my Kasa devices to have been synced from the C7 and showing as being online on the C8 after over 10 hours of the two hubs being up.

Any idea what may have happened, and how to avoid it in the future?

I looked to see if I could create a Rule Machine rule after startup to force a resync, but I didn't see anything obvious to do that.

From an outsiders point-of-view and interesting issue, given the likely prevalence of meshed setups following the C-8 release, but not an issue I can offer any advice on.

@bobbyD - Any thoughts on who from the HE team could look into this one?

One thing I'm wondering about is if my router wasn't fully functional by the time the C7 and C8 hubs were booted up (my C7 and C8 use reserved IP addresses).

I still would have expected them to catch up at some point, but that could be the trigger event that started it.
