Hub Load Severe on boot up

TL/DR: C8 on 2.3.9.197. When rebooted, hub load sever message shows for about 10 minuets, then hub load elevated for 5 minutes, then no alerts. Wondering what is wrong and how to fix it.

Long version:
55 Zwave devices, all 700 or 800 series mainly GE/Jasco switches and outlets and a couple of Inovellis dimmers and zooz dimmers and relays.
46 zigbee devices, a few outlets and a bunch of sensors
Lutron Pro hub with several casetta switches
Two Hubduino devices
A Konnected panel
Homebridge v2

Systems has been stable.

I recently added four more Smartwings shades (Zwave motor) and in the process of installing them. I had some trouble connecting two of them end[ing up with some ghosts. I got the ghosts removed but ever since then, when I reboot the hub I get a Hub Load is severe message. After around ~10 minutes this changes to Hub load is elevated and after ~15 minutes the message goes away entirely.

After a day, device tab of the log shows ~0.6% and Apps shows ~0.4%. Top item of the device tab is hubduino sensors at 46% of busy. Top app is konnected at 49% of busy.

The only other time I saw this, was when I had a misbehaving zwave device maybe 5 months ago. Once that device was removed, the hub rebooted without entering a "Hub Load sever" state.

Is this normal and if not, do you have any suggestions about how I can trouble shoot it?

What to the appstats and device stats say when this is happening?

I get this all the time but I am running a System Start piston in WebCore.
It goes away, sometime down to Elevated for a bit, in the same time frame.
Do you have any rules/psitons running at start up?

During the first 1-2 minutes after a reboot both the app and device stats are very high, more than 100%.

@dnickel I do not hav any rules setup to run at startup.
