In terms of "expert features" and device management it's definitely true, HE needs more investment.
The post is really focused on these missing functionalities.
On the rules / automatization side I would say they are more or less equal, HE has nice Rule Machine (UI) and a Groovy engine. Z-Way has a simpler UI version but is also have a powerful JavaScript rules engine.
On the user friendliness, support for other protocols and dashboard possibilities there is clearly no competition HE is the champion.
