HSM simple low batt rule not working

Greetings Great Community,
Figuring I've done something dumb (again?) :).
Created a Hubitat Safety Monitor (HSM) rule, to send alert when the Z-Wave batteries are below 55 (percent). My freezer battery has been 46 % for days, with no alerts.
To troubleshoot, I removed, then re-added the freezer device (a Leak Smart water detector that does temp). I changed the reporting temp. The device sends temp updates frequently.
I tried creating a new HSM rule, with just the freezer device, no luck. Had "hit" the done button, etc.
Copy of the original rule posted below (which included every battery device).
Thanks VERY much for any help. Hope it's something simple I forgot.

P.S. forgot to say, yes HSM is armed.

Please show the Event Subscriptions for this rule from the App Status page (gear icon). Did you hit Done after changing the rule?

Yes, I hat done. Also, this HSM rule has been created for a while. While searching, I did see @Ryan780 post on device needing to cross the threshold. And it had, I'm pretty sure.

But Bruce, I dont know what this means, but below subscriptions, in "State" it says "false" for alerting, etc.

You've drawn my attention to those sections. I've just noticed under Application State, that "Alerting" & "Always Notify" are false.
However, in the new test rule I just created this morning, with just the (1) freezer battery, I notice that freezer "always notify" is true.
I suspect that this brand new rule maybe hasn't run yet.

Hi @bravenel Bruce,
Just downloaded the latest update, 2.3.4.127, which included the "fix" for HSM low battery notification.
Within 20 minutes, I received the alert! Great.
Thank you very much for your continued work, that we see all the time in the postings.
