I've gotten this message twice:
An error occurred while installing the package: Failed to upgrade driver https://raw.githubusercontent.com/HubitatCommunity/OpenWeatherMap-Alerts-Weather-Driver/master/OpenWeatherMap-Alerts%20Weather%20Driver.groovy.
Try doing a repair on the package.
