How do you play MP3s on Echo devices?

Does anyone have an idea of how to play an MP3 on an Amazon Echo device? This has been discussed only very cursively here. I have Sonos and GH also, but the majority of my voice assistants through out the house are Amazon Echo devices. I have various sound snippets and recordings in MP3 format that I want to play as a result of events. I am not looking to play music.

I've tried rule machine with no luck. I've used echo speaks but it does not seem to play an mp3. I've based mp3's on a local LAN webserver and also provided them access from the cloud via https in case that was my issue.

Any ideas?

Not a 'local solution', but here is something I found with a quick Google search...

I had watched that. The downside is that it announces on the device "Playing the dog barking MP3" and then it plays it. I had heard that it was possible to play an mp3 if you had it on a public server URL. I tried this with rule machine, but was unable to make it work.

One of the comments says how to stop this.

In the settings of your "My Pod" account your are able to select: "Don't read the title before playing."
