How do you know when Z-Wave repair is done?

When I do a Z-Wave repair, my hub shows the red message icon in the top left corner of the app. I wait and wait, and when I refresh the page it disappears. Does that mean the repair was done?

Yes.

You can also open the logs tab and watch it in there.

Live logs will have a message:

Which also means you can look in Past Logs and see the message, if it hasn't scrolled off.
