Honeywell Ceiling Fan Controller ZW400Z and Hubitat

I have one of these devices that was on an old zwave network. I factory-reset it via 3-quick taps first on the top and then on the bottom paddles, and Hubitat then found it via Inclusion. It created this device:

My problem is that I don't seem to be able to control it via any of these buttons nor via a test basic app:

Note the Bedroom Fan device in the Basic Rule doesn't even present the 3 possible speeds to choose.

What am I missing?

I'm also now seeing this error crop up in the logs:

Hello, did you try hitting "configure" on that device page? You shouldn't have to (it does it upon pairing) but it wouldn't hurt to try.

What does your Z-wave details page (Settings, Z-wave Details) look like? Can you post a screenshot of that page?

Is this a C7, C8, C5, or which hub?

Yes I've ht Configure but it does not appear to do anything.

This is a C7 hub - does that make a difference compared to a C8?
