I finally gave up after deleting and recreating the automations several times, cajoling HomeKit to try different HomePod minis and tv 4k as the connected hub, signing in and out of iCloud on all devices in my home. What I did notice was that HomeKit would recognize individual phones being present it just would work for “first one home” “last one leaves” automations. So with the use of Home app, Eve app, and Controller app I created my own first home/last to leave automation and made it so that turns on/off a virtual switch I created through Hubitat and now everything works as designed.
