You should be able to use virtual switches for on/off controls, and a Hubitat virtual thermostat with the Hubitat thermostat controller app for temperature control.
Here’s a rough idea of the setup for the Thermostat Controllers app. This post refers to a sensor, but the concept for controlling a real thermostat with a virtual one is similar. Just substitute “Google Home” for HomeKit.
