If I got you right, you have a power supply of 24V to operate the actuators. You now need a 230V operated dry relay to control the 24V supply to each actuator. I do not know how many actuators you have but it should be eazy enough to find on Zigbee dry contact switch with more than one output control.
As for the battery operated thermostats, I suggest you look at something like this -
