Help with Exit Rule Please

Hello,
I'm trying to use an Exit Rule but it's not working, so I'm sure I'm doing something wrong.
Can anyone see what I've done wrong here?

What I'm trying to do is have a Dashboard Button (HC-Fan Light-MBR-A) to enable and disable the rule.

So the normal rule is HC-Fan Light-MBR-A turns on and off the VC-Fan Light-MBR-A turns on and off with it.

Then I just want to make it so if the Dashboard Button (HC-Fan Light-MBR-A) is on the rule is active and it it's off the rule is inactive (Exit Rule).

I have like 30 of these rules to make didn't want to do AND statements for all the If and Else If.

You need an end if after the exit rule, or make the first if a simple conditional.
