I have searched, read, & tried. Unfortunately...
Been trying to setup a rule that sends a Pushover, Emergency, when a room temp drops below 65. Does not work.
But it DOES work perfectly if I hit the "run actions" inside the rule.
I set my Android phone to all volumes off, and do not disturb. I had entered the values in the "retry" & "auto expire' in the Pushover driver (Push2Bill). I entered the [E] in the rule actions message. All works perfect when I say run actions.
To test, I changed the rule temperature from 65 degrees, to 80. I waited the 5 minutes, which I had set in the rule. No alerts get sent. The logs show no activity.

If it works when you hit Run Actions, the actions aren't the problem. In your rule, that probably just leaves the trigger. Has the device sent an event and remained in the resulting state for the specified time? With your logging enabled, you should see something when a matching event comes in (even if it doesn't trigger), so those logs would give more clues. Be sure you've hit "Done" (or "Update Rule") since adding this trigger if you haven't.
As @bertabcd1234 says: Itās not enough that the temperature is currently under your threshold, you need to wait for a new temperature reading to come in from the sensor and as long as itās below 85 degrees for 5 minutes after that reading, the rule should trigger.

OK. I think u guys are right.
I looked at the reporting from the motion sensor for temp (ZSE11). It's all over the map.
Sometimes 1 minute before temp reporting, a few times almost an hour!

The zse11 has very configurable reporting options for temp -- you can set it up pretty much however you want. Here are the options for 700/800 models:

And... to sum it up to maybe help others:
With your help, I focused on the temp reporting. And previously, after I created my rule, the "Art" room's temp had not really changed past that small ZSE's preferences temp reporting degrees setting.
So, I guess ... no temp chance.. no ZSE reporting... no rule runs.

Confirm it's working by putting your phone on silence. If emergency overide is working then it will still sound.
