The Groups application was recently modified to add an "Enable Metering" function. By selecting this function, it asks for the "Milliseconds of delay" that each device in the Group should receive before being turned on/off. From what I can tell, the milliseconds is required to be <= 999.
In my experience testing this metering function, it certainly helps to increase the reliability of Rules that use Groups. However, I have found that delays > 1 second can help the reliability even more. Also, In some cases I am in no hurry to turn on a Group of lights, and having a delay as long as minute would be just fine.
I would request that you enable the milliseconds of delay for the Enable Metering to be at least a minute, perhaps even an hour.
