I feel I'm missing a really simple thing here.
If I create a list of bulbs to control (downstairs) in group 2.1, it creates a downstairs group 2.1 in device list. How do I interact with this to switch on/off in dashboard?
My hub is updating to 2.1.6 right now so I haven’t tried the new groups app, but I’d think it should work the same as it used to in terms of adding dashboard devices.
From the hub web GUI apps page, navigate to the specific dashboard’s settings page, add the new device to the list of devices available to that dashboard (unless you selected “use all devices” when first setting up that dashboard). You should then be able to add the new device from your dashboard.
If that doesn’t work I can try it as soon as my hub reboots post-update.

That is my issue, I had "use all devices" unticked.

Just as a heads up, if you find your dashboard becomes slow to update, try unticking that “use all” box. Just have to remember to add devices to the list as needed in the future.
Thats he reason I had it unticked in the first place
