Is there a way to control the volume of Google Home Speakers via TTS for specific events or rules?

Try bptworld's Notifier Plus. There a "Speaker volume for speech" setting in each child app.

Oh nice, I wish HSM had this as an option, emergency warnings seem to be the main instance that we would need to be sure volume was higher.
