I'm not sure if this is a bug or if I am using it incorrectly:
I have one rule where when true it performs a variety of actions after a delay of 4 seconds
I have another rule where when true it cancels the actions of the rule above
In the cases where rule 2 is triggered a second or less after rule 1.. the actions from rule 1 still go ahead.
Any Ideas what is going on here?
I believe "stop actions" won't do this, per the instructions:
Stop Actions of these rules (for Periodic, Delayed Actions, Repeated Actions and Dimmer Fade)
If it's not one of the action types above it's not going to stop them.

Rule one's actions are delayed by 4 seconds... surely this counts as "Delayed Actions"
I'm not positive, but I'm under the impression that it's referring to actions like "turn on or off these switches after a delay, pending cancellation (default is OFF).
Also, is your 1st rule a "condition" based rule or a "trigger" based rule?
Perhaps you could post screenshots of both rules?
