How do I display the above driver on a Dashboard?
First, I highly recommend you ask your question about a community driver in the tread for that driver. Most likely the questions has already been asked and answered there. The developer and other who help out regularly see posts in those threads and respond quickly. It was only because you typed the full name of the driver in title that happened to see this post. Otherwise it may have gone unnoticed for quite some time.

This driver requires that have your own Personal Weather Station and are running Weather-Display software. If that is not the case, then this driver will not work for you, however this driver may.
