GE Smart Fan Switch Indicator

I've got a GE Smart Fan Switch 12730 and the Turn on Indicator--Never option on the device properties doesn't work. The 'When On' and the 'When Off' options work fine however the Never option seems to be the same as the 'When On' setting.

All of my Fan controllers from GE are this way. I think their FW isn't correct.
