GE Enbrighten zigbee power reporting

Short version:
On a GE 43078 switch with the "GE Zigbee Switch" built-in driver, I set "Enable automatic power reporting" to 5 watts. When the switch is on and the connected device (a fan) is not running, the device details page shows power as 1 watt. When the fan runs, the device details page still displays 1 watt. If I click refresh, the device details page correctly reports 7 watts. Does anyone know how I can get this switch to report current power without refreshing?

Long Version:
The hub is a C8/2.3.9.197 using factory power plug and no jumbo frames. I have a panasonic bath fan (FV-0511VFC1) that is wired with switched power using a GE 43078 and a low voltage control switch using a ZEN51. I leave the switched power on all the time and the control switch off all the time.

The fan has it's own humidistat and will start running when the humidity is above 80% and stop running with the humidity is below 80%. Every once in a while, the fan will start and never stop, even when the humidity is well below 80%. I replaced a GE Enbrighten Zwave switch with the 43078 zigbee switch in order to use power monitoring to catch the bath fan running when it shouldn't and turn it off. However, the power reporting on the 43078 seems to need polling, which surprised me. I set up a refresh every 120 seconds in rule machine, but would prefer to not need polling to get correct power.
