Is that treating 'Office Color' as a dimmer? Your logs were for a different device: Fireplace Color.
This works for me for raising a dimmer.

One thing we could do is for you to start one of these transitions running, and then post the App Status page (gear icon) for the rule. That would allow inspection of the key elements that drive a transition.
There was some work done to transitions quite recently, but thoroughly. Even so, that could be the source of a problem. I tested a rule just like yours and it works as expected, so I'm a bit stumped.
Here you go, hope I did this right. I made sure all other rules were paused, started this rule, screenshotted the status page:
OK, I have an idea about what might be causing this. Could you try this with either a shorter time, or longer interval, and see if it works. You can just do Run Actions.
The step it wants to take as it is now is just under 1.0:
If that is getting rounded to 0, it would explain the problem. By shortening the time or increasing the interval, that number will go up, and it might work. Either way, I think this may be the bug, and I'll see about getting it fixed for the next release.
Update: I tried your fade but with 12 second interval, so the step is very small -- 0.28 -- and with the small code fix that works. Next release...

Also experiencing this issue. No actions or errors appear in the logs. Happening with both raise and lower. Also just tried running it with a 1 minute time (short time) and 30 second interval (high interval), same result.
@bravenel Update: In latest Hubitat update (2.3.4.117) "Fade over time" action will turn the dimmers/lights on, but does not adjust the level immediately or over time. e.g. action is set to raise the level to 100 over 5 minutes, when run it turns the dimmer/light on to the last set level (100%, in this case) and nothing else happens.
Please show the rule and the logs.

You aren't showing any app logs. Device logs don't help.
Sorry about that, I think I figured things out though! Thanks for your willingness to help troubleshoot. Update .117 has fixed my issues now.
