Can someone please help me figure out why my actions were not run at 11:00 am? Should I reorder the triggers to put the time trigger first?

I think it's a timing issue with your trigger and RE...
Your trigger is 1100 am (that exact time), but your RE ivolves a time period starting at 1100 which is technically after 1100 itself (admittedly only by a moment).
The 1100 trigger is prevented from firing the rule because the RE is false at 1100.

There is a lot going on with that one rule. If you simply want the blinds to open at 11 for example separate that out to another rule (rules are free) and then have another for your conditions between 11 and sunset.

Ha! You should have seen these rules before I made dedicated rules for controlling actions! I find a group of conditions much easier to follow than a bunch of nested conditional statements.
