I have been having trouble with this Zen25 receptacle. One side works well the other not so. It is sporadic. Picture frame is supposed to come on at 7:08am and off at 11:08. Attached is a copy of the event. You can see that it went off at 11:08 on 9/24 but today it didn't come on.
Events only tell you what did happen, not what was supposed to happen. This means that your problem could be either that whatever app (rule, etc.) is supposed to do this isn't configured correctly, or it is and the hub sent the command but the device didn't respond for whatever reason.
You can figure some of this out by turning on logging for whatever app(s) might be doing this with the device. If you upgrade to platform 2.3.3, just released a few days ago (you appear to be on 2.3.2 from your screenshots), you'll also see commands in your "Events" list (your second screenshot) and not just events, which will tell you what app tried to do something (or really did) and whether it happened, which may be easier.
