I cannot reproduce this problem. I suggest that you remove that rule, and recreate it. If that repeats the issue, let me know.

I recreated it, and it seems fine, but it's different: Now I have "Cancel Delayed Actions", rather than "Timed Actions" - and I'm not sure what the difference is between them, or why I got one vs. the other.
Does canceling delayed actions mean it cancels the delay (i.e. it starts running right away), or does it stop the rule and any further actions? Basically I want to handle someone locking/unlocking the door multiple times with 2 minutes.
BTW I kept the other rule in case it helps you for debugging and tried editing the Conditional, and it always sets both conditions to the same thing.
What version of Rule is this? Does it show a version number? Rule 5.1?? Like this:
