The driver for thirdreality color bulb ZL1 is missing the option for power restore.
I tried the advance Zigbee bulb driver and it works OK except that its minimum light level is one percent. When power is restored, the light will come back on at a very small glow.
None of the color options actually correlate to the colors that the bulb displayed, but that is not an issue for me. I just need the bright white light and I need it to turn off when power is restored.
Can someone recommend a different driver that might give me the option to turn off when power is lost and then restored?
I use the Advance Zigbee RGBW Bulb, built-in driver, for my Third Reality color bulbs. It has a preference for power restore to be on or off.

Edit: Side note, those bulbs are currently on an Amazon Black Friday deal for $10, or four for $25.
Yes, as I said that driver works just fine for my bulbs except that it has a one percent minimum light level. So when you lose power and it comes back on the bulb has a slight glow to it. I just tested it today by pulling the plug and then plugging it back in. If it would let the light level go to zero instead of a one percent minimum then it would be just fine.
Are you saying that this driver works for you and that the bulbs will save the state after a power failure?
I've never really tried it or noticed if it didn't work. Mine were set to return to On, which they do. However, trying that setting now, returning to Off does not work on the Third Reality bulbs, so they must not support return power state to Off, or at least none of the drivers support it.
Generally, though, Google says most Zigbee bulbs automatically default to on or last state after power loss, without an option, so it appears Third Reality does not support that feature, which explains why it is not available in the Third Reality Driver.
This zl1 bulb does support Power on option. But it is not in the driver. The instructions that come with the bulbs, tell you that it does support last state, or on or off.
It may be @kkossev to the rescue ... (again)
I found this thread below and I tried the driver with the Third Reality Bulb. So far, things work. I set power restore to Off in preferences, and it restored to off when it was on when power was cut. I've tried a few advanced features, some work, but for something in development, this driver seems to work better for Third Reality overall than what is out there now.

Yup. You were correct that the bulbs support power state returning to off, as that driver proves, so I was wrong on that guess.
