Download is very slow >10 minutes. Gets to about 60 - 70 percent then fails. Internet test good. Router and network switches all restarted.

Most likely switching to auto negotiate. When I had 100mbs Internet service and the hub was on auto negotiate the UI would freeze up. The devices worked fine just the UI froze. I had to switch the hub to 100 and no more issues. Fast forward to I got 1 Gig fiber service. I had the same problem. The updates for the hub took forever if they would download at all. BobbyD told me to change back to auto negotiate on the hub and it worked with no issues. So based on that I would say switching to auto was the fix to your issue.
