Does "stop repeating actions" affect all rules

Hi all.
I know I've seen this somewhere before but I can't find it now, so apologies for the repeated question. Does the "stop repeating actions" or "cancel delayed actions" do that for all actions across rule machine or only within that specific rule? For example, if I have a delay in another rule, will that command cancel it?
