Yes and no. Users who are already heavily invested into the Z devices would most likely prefer Hubitat to become a Matter bridge. However, if Hubitat is trying to attract newer users, being a commissioner is a bigger deal. By implementing Matter, Hubitat can now market itself to both its existing and new users as the hub of choice. Find the right tool for your job whether it be Zwave, Zigbee, or Matter via WiFi/Thread. This will really be true once the Matter onboarding process no longer relies on using a different system to get started.
I think ideally, in a perfect world, Hubitat would like to be both (controller and bridge). I'm just not sure how feasible that actually is and think Hubitat, from a business perspective, made the right choice.
